Cell is the ultimate creation of Dr. Gero. He was made to absorb androids 17 and 18, in order to reach perfection.
We first see him as Imperfect Cell, when he kills Future Trunks and steals his time machine to go back in time to absorb Android 17 and 18. This is because, in the future Trunks has already killed the two androids. He then has to revert to a larvae state, so he can fit in the time capsule to travel back in time.
He then seeks out the Androids in order to absorb them and become Perfect.
